David S. Whitlow began serving as the Town of Morehead City Manager on September 4, 2012. In this capacity, Mr. Whitlow functions as the Chief Administrative Officer of this Council/Manager governed municipality.
He is responsible to the Mayor and Council for the administration of all municipal affairs. His duties include direct preparation and management of a multi-fund, multi-million dollar budget, supervision of the over 180 full-time, part-time and seasonal employees and responsibility for the delivery of services to the community.
Mr. Whitlow, a veteran of over 35 years in local government management, began his career in the City of Alexandria, Virginia, and has served in a variety of local government management and private sector planning positions. Prior to assuming the Morehead City Manager position, he served as the County Administrator for Essex County, a growing county in the Northern Neck of Virginia. During his career he has served as a County Administrator and Town Manager and prepared and managed numerous annual operating and capital budgets which included several special funds and he has served on numerous Boards and Commissions.
Mr. Whitlow is a graduate of the University of Virginia [UVA] and UVA’s Senior Executive Institute and a full member of the International City/County Management Association [ICMA].
