The manager is responsible for implementing the policies, resolutions and ordinances adopted by the governing body of the city, which is the five-member board of commissioners. The board appoints and oversees the manager.
The manager is also responsible for preparing the annual budget and supervising all city staff and departments, including Communications, Finance, Fire & EMS, Parks & Recreation, Planning & Inspections, Police and Public Services.
If residents have any concerns to be addressed, they are asked to contact the responsible department or the Manager's Office. The manager may be able to address the matter promptly or schedule an appropriate time for the resident to present to the City Council.
Ryan T. Eggleston is a Credentialed Manager from the International City/County Management Association (ICMA), the world's leading association of professional local government managers.
Mr. Eggleston has 10-plus years of professional local government executive experience, as well as a master's degree in Public Administration from Gannon University and a bachelor's degree in History and Political Science from Syracuse University.
He is among 1,300 local government management professionals credentialed through the ICMA Voluntary Credentialing Program, and one of only 125 credentialed managers in the state of North Carolina. To receive the prestigious ICMA credential, a member must have significant experience as a senior executive in local government, and have demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.
Highlights of Mr. Eggleston's ICMA membership include graduating from the Leadership ICMA Class of 2013 and the Senior Executive Institute. He has served as a three-term member on the ICMA International Committee, including as a liaison to the United Kingdom group of city managers.
Mr. Eggleston also has made significant contributions to community organizations such as the Association of Pennsylvania Municipal Management, the Syracuse University Alumni Association of NWPA, the Oil City Main Street Program and the South Fayette youth soccer and basketball organizations. He served on the Board of Directors of the South West Communities Chamber of Commerce in western Pennsylvania.
Prior to relocating to Morehead City, in May 2018, he served as manager of the Pennsylvania municipalities of South Fayette Township, Oil City and Greenville.
Mr. Eggleston resides in Morehead City with his wife Julia and five children.
